There was a moment throughout COVID that I suspect most Canadians would rather not revisit.

We had money. We had scientists. We had an advanced economy and one of the world’s better medical care systems. What we didn’t have was enough capacity to manufacture the vaccines we desperately required here at home.

Canada was forced into the same global scramble as everybody else.

Five years ago, Ottawa looked at that vulnerability and essentially said, "Never again.”

Last week, we got to see what “never again” looks like when somebody actually builds it.

This isn’t a proposal. It isn’t a memorandum of understanding. And nobody is standing beside a map pointing at where something might eventually go.

The building is finished.

A Lesson Canada Learned the Hard Way

To understand why this matters, we need to go back to 2020.

COVID exposed a weakness that had been developing quietly for decades. According to the federal government’s own assessment, a roughly 40-year decline in Canada’s domestic biopharmaceutical industry had left the country without the large-scale, flexible manufacturing capacity needed to quickly produce COVID vaccines at home. That’s a rather uncomfortable position for a G7 country.

Canada ultimately secured vaccines from international suppliers, but the experience demonstrated the difference between being able to buy something and being able to make it.

Those are not the same kind of security.

In March 2021, Ottawa announced up to $415 million toward a new Sanofi end-to-end influenza vaccine facility in Toronto. Ontario added another $55 million, while Sanofi committed more than $455 million, bringing the project to $925 million. The first agreement also included Sanofi creating and maintaining 1,225 highly skilled Canadian jobs and investing at least $79 million annually in Canadian research and development. Five years later, that investment is concrete, steel, laboratories, production equipment and people.

What Canada Actually Got

But the more important part of this story is what sits behind that particular product.

The facility provides Canada with industrial-scale, end-to-end vaccine manufacturing capacity on Canadian soil, including capacity to support the country’s response to a future influenza pandemic. It is fully operational now and, pending regulatory approval, production is expected to begin in early 2027 for the 2027-28 flu season.

About 300 highly skilled advanced-biomanufacturing jobs are being created at the facility. Meanwhile, Sanofi’s Toronto operation already produces vaccines distributed to more than 60 countries.

That last number matters.

This isn’t simply about building a factory so Canadians can consume what comes out the other end.

It’s about developing something in Canada that the rest of the world wants to buy.

Digging something out of the ground or growing something on a farm is valuable. But the real economic opportunity comes when we do more processing, engineering, manufacturing, and research here as well.

Vaccines are an unusually sophisticated example of the same principle.

Yes, Sanofi Is Foreign-Owned

There is an important distinction here.

Sanofi isn’t Canadian. It’s a French multinational pharmaceutical company.

But economic autonomy doesn’t require building a wall around the country and insisting that every company operating here have a maple leaf tattooed on its balance sheet.

The more useful question is: Where does the productive capacity live?

Where are the factories? Where are the researchers? Where are the highly skilled jobs? Where is the intellectual expertise being developed? And when the world suddenly discovers it desperately needs the product, where are the machines to make it?

In this case, a significant piece of that capacity now lives in Toronto.

Sanofi says it employs more than 2,000 people in Canada and is on track to deliver more than $2 billion in new Canadian infrastructure investments by 2028. Earlier this year, it also announced a further $ 294 million expansion of its Toronto AI Centre of Excellence.

That’s the kind of foreign investment Canada should understand very clearly: capital coming into the country to build productive assets here.

From Insulin to the Next Pandemic

There is also something wonderfully Canadian about the name on the building.

It honours Dr Charles Best, who co-discovered insulin with Frederick Banting and later served as an early medical director of what became Sanofi’s Toronto campus.

The campus stands on the historic site of Connaught Laboratories, where Best worked and where generations of Canadian researchers contributed to vaccine development and public health. That makes the Charles Best name more than corporate decoration.

A century ago, Canada was helping push medical science forward.

Perhaps we should be doing more of that again.

This Is What Rebuilding Capacity Looks Like

One factory doesn’t make Canada self-sufficient in pharmaceuticals, and that shouldn’t be the goal. Modern supply chains are international, and Canada’s biomanufacturing strategy itself recognises that resilience requires multiple technologies, suppliers, research abilities and manufacturing platforms. But there is a world of difference between participating in international supply chains and being completely dependent upon them.

COVID taught us that distinction rather brutally.

When Mélanie Joly attended the opening last week, she recalled the critical urgency of those early pandemic days and the vulnerabilities Canada discovered in vaccines, medical supplies and supply chains.

Her summary was considerably shorter than mine:

Today, on 52 acres in Toronto, part of it is a factory.

B.C.'s First Indigenous-Owned Port Ships Critical Minerals to Asia

Stewart, British Columbia, sits about 310 kilometres northwest of Terrace at the top of the Portland Canal, and on September 9 it officially became home to B.C.’s first majority Indigenous-owned port. The Nisga’a Lisims Government, the Tahltan Nation Development Corporation, and Arrow Transportation Systems opened the Portland Canal Marine Terminal through their joint venture, Portland Canal Holdings Limited Partnership, each holding an equal stake. No blockade forced this deal, and no injunction stopped it. Two First Nations simply bought in as owners.

The terminal is fully permitted, deep-sea, and ice-free year-round, making it Canada’s northernmost ice-free port and the closest Pacific outlet for the Golden Triangle. Spread across roughly six acres, it already moves about 300,000 tonnes of copper and gold concentrate a year, most of it from Newmont’s Red Chris and Brucejack mines in Tahltan and Nisga’a territory. A direct highway link puts Stewart within reach of the entire Golden Triangle and connects north into Yukon, meaning a shorter, cheaper route to Asian buyers than shipping south.

The money behind the deal tells its own story. The partnership acquired the former Stewart Bulk Terminal in fall 2025 with a $5 million grant from the province through its Northwest Strategy. Ottawa followed with $672,134 through PacifiCan to fund engineering for the terminal’s expansion, while Arrow Transportation brought the private logistics capital and operating experience. Three partners, three kinds of capital, one asset.

Northwest B.C. accounts for more than half of the province’s mineral exploration activity and two of its ten operating metal mines. Exploration spending in the region topped $221 million in 2025, while Red Chris generated close to $1 billion in production value and Brucejack about $1.1 billion. The Portland Canal Group, port and trucking combined, already employs roughly 100 people full time, with thousands more mining jobs riding on it, the province says.

Ownership changes who captures that value. Tahltan Central Government President Kerry Carlick calls the terminal an economic engine for the region, linking Tahltan Territory and Northwest B.C. directly to global markets. Nisga’a Lisims Government President Eva Clayton frames it as economic self-determination, not a seat at someone else’s table. Revenue from shipping copper and gold to Asia now flows back through Indigenous-owned structures rather than leaking out to a third-party operator.

The Sanity Project broke down exactly that risk in the Gordie Howe Bridge, where Canada paid the full $6.4 billion and still needed American sign-off before it could open.

The next phase at Stewart is already funded. Wharf expansion, an inland terminal, long-term storage, and inbound cargo capacity for mines and infrastructure projects are all moving through engineering and construction, building toward a full mine-to-market logistics network stretching from Northwest B.C. into Yukon.

Premier David Eby summed it up: governments, First Nations, and private industry rowing together means good jobs, fast, and real ground under Canada’s trade diversification push. This is what that looks like away from the podium. Not a slogan out of Ottawa, but a Canadian-owned port moving Canadian minerals to Asian buyers on Canadian terms. Partnership built this gateway faster than protest ever blocked one, and Northwest B.C. is about to find out what it’s worth.

Carney Tells EU Parliament Canada Won't Bow to Trump's Tariff Threats

Mark Carney stood before the European Parliament in Strasbourg on Thursday and spent twenty minutes talking about oak trees, and somehow never once had to say Donald Trump’s name for everyone in the room to know exactly who he was talking about.

The occasion was substantial in itself. A day earlier, European Commission President Ursula von der Leyen told her own parliament that Canada should become the EU’s first Associate Member, a status that doesn’t currently exist anywhere in European treaty law and would have to be invented from scratch. Carney called it an “Alliance for the Future” and laid out a list of concrete areas of cooperation that ranged from critical minerals processing to sovereign AI compute to a shared financial services market. That alone would have made news.

What made it sharper is what Carney didn’t say. He talked about tariffs “being used as a means of pressure.” He talked about financial mechanisms “used for coercive purposes” and supply chains becoming “vulnerabilities to exploit.” He described technology platforms that want to dictate their own rules and companies that prove national the moment things get difficult.

Not one word named the United States. He didn’t need to. Two days earlier, Trump had already called the EU’s Canada offer a possible “hostile act” and threatened Europe with heavy tariffs if he decided the relationship was unfriendly toward Washington.

That’s the real story buried in a speech built around a century-old oak tree from Vimy Ridge. Canada sends roughly seven in ten of its exported dollars south of the border. The country’s own prime minister just spent a formal address to a foreign legislature describing exactly the kind of economic coercion Ottawa has spent the past year absorbing, in a room full of people who understood the reference without a footnote.

Carney was more direct when reporters pressed him on Trump’s comments afterwards. Canadians are united, he said, that nobody is going to tell them what language they speak, and no one is going to dictate their culture or who they strike agreements with. That’s not diplomatic hedging. That’s a prime minister telling the White House, in a foreign capital, that the era of asking permission is over.

None of this means Ottawa is walking away from Washington. Carney was explicit that he isn’t building a third power bloc to rival anyone, only pursuing what he called resilience, the kind that keeps any single partner from controlling Canadian markets or dictating Canadian choices. But resilience only means something if you’re building an alternative, and Thursday’s speech was Canada publicly building one, in front of the ally that keeps threatening to punish it for trying.

Watch for the Montreal summit at the end of October, when Canada and EU leaders sit down to define what Associate Member status actually means. That’s when this stops being a speech and starts being a treaty.

Trump Keeps Joking Canada Should Be The 51st State. Europe Just Offered A Seat It Doesn’t Have.

Ursula von der Leyen stood up in Strasbourg this morning and offered Canada something the European Union has never given anyone. She invited Ottawa to become the EU’s first-ever associate member, a status that does not yet exist for any country. Mark Carney sat in the chamber and got a standing ovation when he rose to embrace her.

The timing was not an accident. Just months after Donald Trump revived his talk of making Canada the 51st state, Europe put its arm around the country in front of the whole continent. Brussels wanted the optics, and it got them.

Nobody explained what associate membership actually means. Von der Leyen offered no legal framework, no timeline, no vote count. She talked instead about moving past CETA, Canada and Europe’s existing trade deal, into what she called an alliance for the future covering manufacturing, defence industrial bases, a joint Arctic defence, AI and quantum computing. On July 17, 2023, Chief Karen Bird and Foran’s Dan Myerson signed a Collaboration Agreement between PBCN and Foran’s subsidiary, McIlvenna Bay Operating Ltd. The agreement covers training, employment, and business opportunities for PBCN members, the unglamorous mechanics that determine whether a partnership means anything once the news release fades.

A year later, PBCN and Foran unveiled a Culture and Wellness Room at the Hanson Lake site, built for smudging and reflection, with a Treaty Map, a Star Blanket, a Medicine Wheel rug, the Seven Teachings rendered in Cree syllabics, and murals by Pelican Narrows artist George Custer.

Today, roughly 34 percent of the mine’s 380 full-time workers are Indigenous, out of a workforce expected to grow to about 450 once commercial production kicks in. That’s not a symbolic hire or two for the annual report. That’s a third of a 450-person industrial workforce, built into the project before construction started rather than bolted on after.

Why Ottawa Is Calling This National Security Economics

Copper and zinc sit on Canada’s Critical Minerals list, and Ottawa is treating McIlvenna Bay as the proof of concept for how its new Major Projects Office is supposed to work.

In September 2025, McIlvenna Bay became one of the first projects referred to the federal government’s new Major Projects Office, the body created to fast-track projects deemed nationally important. A year later, almost to the day, the government is pointing at McIlvenna Bay as evidence that the model works.

That’s not a subsidy story so much as a de-risking one: public money went toward the parts of the project (transmission, substations, clean-technology integration) that private capital treats as infrastructure risk rather than mining risk.

Copper feeds EVs, batteries, and the electrical grid. Zinc galvanizes the steel in roughly 60 percent of the world’s bridges and buildings. Minister Tim Hodgson called McIlvenna Bay proof of “what Canada can accomplish when governments, Indigenous partners, workers and industry work together.” For once, the sentence matches the paperwork.

A Truly National Project: Saskatchewan Ore, Quebec Smelters

The ore comes out of the ground in Saskatchewan, on Peter Ballantyne Cree Nation territory. The copper gets refined into usable metal roughly 2,500 kilometers away, in Quebec.

It’s easy to read McIlvenna Bay as a Saskatchewan story: a Saskatchewan deposit, a Saskatchewan utility, a Saskatchewan Cree Nation. But Natural Resources Canada’s own release is specific on this point. The copper concentrate coming out of McIlvenna Bay gets smelted in Quebec, which means the mine’s economic footprint doesn’t stop at the provincial border.

Saskatchewan supplies the ore body, the workforce, and the transmission infrastructure. Quebec provides the downstream processing capacity to turn raw concentrate into usable copper metal.

Running the concentrate from a Saskatchewan deposit into Quebec’s smelters makes this a genuinely national supply chain, crossing two provinces that don’t share a border and don’t always share a headline. Nobody writes a press release about which province smelts the ore.

But it’s exactly the kind of detail that turns a single-province mining project into a national one: Canada mining its own critical minerals and refining them on Canadian soil, rather than shipping the raw material overseas and reimporting the finished product.

In 2025, the minerals sector accounted for 721,000 jobs and $157 billion, about 5 percent of Canada’s GDP, spread across the country rather than concentrated in one region. McIlvenna Bay is a small, specific example of that pattern in motion.

Six weeks from now, most of this will have faded from the news cycle, the way infrastructure wins usually do. No protest, no injunction, no viral moment. Just a Cree Nation, a mining company, and two provincial economies quietly doing the unglamorous work of building something that lasts eighteen years or more. That’s not a small thing. It’s just a quiet one.

The marquee result came out of Chicoutimi–Le Fjord, where Liberal candidate Daniel Gobeil, a dairy farmer and president of Producteurs de lait du Québec, took more than 50 percent of the vote to defeat Bloc Québécois candidate Caroline Dubé, who finished just under 33 percent. Conservative Régis Gaudreault placed a distant third at 12 percent. The seat had belonged to Conservative Richard Martel since 2018, and Martel held it by fewer than three points as recently as April 2025. Its loss is the sharpest setback yet for Pierre Poilievre’s effort to build a lasting Conservative base in Quebec.

In North Vancouver–Capilano, Braeden Caley, who stepped down as Carney’s deputy chief of staff to run, held the riding with roughly 59 percent of the vote, more than double his Conservative rival. The Yellowknives Dene First Nation and the Tłı̨chǫ Government announced Saturday that they have reached consensus on a proposed corridor for the Arctic Economic and Security Corridor (AESC), a proposed all-season road through the Northwest Territories that would eventually connect to Nunavut’s Grays Bay Road and Port.

The AESC is an Indigenous-led project through the Slave Geological Province, a mineral-rich region in the North Slave region of the N.W.T. It is being advanced through a partnership between the Tłı̨chǫ Government and Yellowknives Dene First Nation, in collaboration with the Government of the Northwest Territories. If completed alongside the connecting Grays Bay project, it would become Canada’s first land-based link between the national highway system and the Arctic Ocean. The federal government referred the roughly 400-kilometer project to the Major Projects Office in March, as Prime Minister Mark Carney announced a broader plan to defend and build out Canada’s North.

The corridor released Saturday runs west of Yellowknife rather than through it, with a minimum 15-kilometer setback from the city’s boundaries, and is roughly 30 kilometers wide. The two Indigenous governments describe it as a proposed corridor for further route planning, not a final alignment. It runs west of Discovery Mine, Wekweètì, and Point Lake before ending near Izok Lake, avoiding the route originally proposed along the Tibbitt to Contwoyto winter road, which passes the Diavik, Ekati, and Gahcho Kué diamond mines.

Tłı̨chǫ Grand Chief Jackson Lafferty said the route was chosen “to reduce the harm to caribou as much as we can,” while acknowledging a road through the barrenlands will still have impacts that need to be managed. The two governments said the agreement follows more than a year of technical and community-led studies combining traditional knowledge with Western science, with caribou protection, long-term prosperity, and Indigenous leadership cited as priorities in choosing the route.

The agreement costs Ottawa nothing today. No funding, no vote, no binding obligation. That is exactly the point.

GCAP is the sixth-generation stealth fighter being built by the United Kingdom, Italy and Japan, formed when Britain’s Tempest project merged with Japan’s F-X program in 2022. BAE Systems, Leonardo and Mitsubishi Heavy Industries are building the airframe, with Rolls-Royce, Avio Aero and IHI supplying engines. The jet is meant to enter service by 2035, flying alongside drones and fusing sensor data across what the program calls a combat cloud, according to Breaking Defense’s reporting on the Canadian talks.

Article 5 doesn’t require a declaration of war, a troop commitment, or any specific form of assistance.

That phrase -- “as it deems necessary” -- was written deliberately vague. It was the compromise that let sovereign nations, some with constitutions requiring legislative approval for war, agree to the treaty at all in 1949. Article 5 was built to bend under political pressure. It was never built to snap.

NATO’s Architecture Was Built to Bend, Not Break

Key point: Precedent already exists for uneven participation under Article 5, and the alliance survived it intact.

NATO’s continued existence has never depended on all 32 members responding identically to a crisis. Decisions inside the alliance are made by consensus, but each government’s actual response -- troops, weapons, funding, intelligence, or a strongly worded statement -- has always been its own call.

Article 5 has been formally invoked exactly once, after September 11, 2001. Even then, member nations calibrated their own level of involvement in Afghanistan. NATO didn’t require identical participation then. It doesn’t require it now.

Key point: The damage to credibility is real and already measurable. The legal collapse is not, and conflating the two is the error at the center of this week’s narrative.

A lot changes. But not the alliance’s legal existence. Defence analysts commonly estimate that the US supplies about two-thirds of NATO’s assembled military capability: airlift, satellites, missile defence, and nuclear deterrence. That’s a widely used approximation, not an official NATO audit figure, but the scale behind it is real.

This spring, the Pentagon quietly scaled back the troops, warships, aircraft, and drones it had committed to European defence in wartime, and NATO’s own commander has since acknowledged Europe has had to backfill most of that gap itself.

That’s the actual story, and it’s happening in plain sight -- NATO leaders are set to reaffirm their “iron-clad” commitment to Article 5 at this week’s summit in Ankara.

Reaffirmations like that don’t happen when nothing is wrong. They happen because something needs reaffirming.

The Legal Wall Trump Can’t Walk Through

Key point: Refusing a specific Article 5 response and formally leaving NATO are legally distinct acts -- only one of them has a statutory wall in front of it.

In 2024, Congress passed a law requiring either two-thirds Senate approval or a full Act of Congress before any president can withdraw the United States from NATO. None of this means the alliance is fine. A refusal to act would be the most serious credibility crisis in NATO’s history, and credibility is the actual currency an alliance runs on, not treaty language. But credibility damage and legal dissolution are not the same event, and conflating them hands the public a scarier, simpler story than the one that’s true.

But TKMS has said outright it will not publicly release its industrial benefits plan. Its topline figures reached Canadians mainly through a minister’s comments at a trade show, not a published study, and no named consulting firm stands behind them at all.

There is a strategic layer under the spreadsheets too. A Hanwha win tilts Canada toward the Indo-Pacific and a newer security partnership with Seoul. A TKMS win deepens Canada’s NATO-Atlantic ties with Germany and Norway, and either path is defensible. Neither one should be sold to Canadians on numbers that keep changing shape.

Ottawa’s own scoring criteria make the marketing war look smaller than it sounds. Maintenance and repair account for half the evaluation. The submarine platform itself is worth 20 percent. Financing and the economic partnerships both companies are shouting about add up to 30 percent combined.

Canada has also been burned by pre-contract numbers before. The frigate program was approved at $26 billion, and the Parliamentary Budget Officer now pegs construction alone at $84.5 billion, inside the same shipbuilding strategy this submarine deal belongs to. Under Canada’s industrial and technological benefits policy, whoever wins must eventually match the contract’s value in real Canadian business activity, whether or not this week’s projections hold up.

None of this means either bid is bad for Canada. It means the jobs figure that won headlines this week was never the number carrying the most weight in Ottawa’s own scoring, and no independent auditor has audited either company’s math. Six cabinet ministers came with him, including the ones who control defence, energy and public safety spending. That’s the story underneath the story.

For nearly two decades, Arctic sovereignty got managed from Ottawa boardrooms while the people who actually live the policy waited for someone to show up. Carney’s plane landed on an airstrip the Americans built during the Second World War, a detail that says more about Canada’s historical presence in its own North than any defence white paper does.

The meeting itself, the Inuit-Crown Partnership Committee, exists to put elected Inuit leaders in a room with the federal government three times a year. The prime minister usually skips it. Carney didn’t skip it this time, and ITK president Natan Obed used the access for exactly what it’s for. He told Carney directly that Ottawa hasn’t fully accounted for the impact of billions in new Arctic defence spending on Inuit communities and culture. He raised the Canadian Rangers, who patrol the North on their own snowmobiles with no government equipment to speak of. Some coverage is framing Obed’s comment that Inuit could seek “partnerships abroad” as a crack in the relationship. Read the room differently. That line only has weight because Obed was saying it to the prime minister’s face, with cameras rolling and cabinet ministers sitting beside him. That’s leverage being used the way it’s supposed to be used, in person, on the record, where it can’t be quietly filed away. Carney’s own respose, that there’s “room for improvement” even as Inuit “stand with Canada as proud Canadians,” reads like two parties negotiating in good faith rather than two parties drifting apart.

Canada’s Arctic sovereignty case to Washington and NATO has always depended on more than maps and military hardware. It depends on the people who actually occupy that territory backing the claim. A government that builds Arctic defence infrastructure without the people living there isn’t building sovereignty; it’s building a liability.

Carney seems to understand that better than his predecessors did. Showing up in Kuujjuaq doesn’t, on its own, fix the consultation gap. But it puts the gap in front of the only people who can close it, rather than letting it surface later as a court case or a blockade. That’s a better way to run Arctic policy than the one Canada has used for the last eighteen years.

The National Capital Commission closed 24 Sussex in 2022 for health and safety reasons: asbestos, mould, and a rat infestation. The NCC’s 2021 estimate put deferred maintenance at $36.6 million before code upgrades, a number that has grown every year since. Carney’s plan includes a fundraising campaign targeting $50 million in private donations through the Rideau Hall Foundation, with donor caps and full public disclosure of contributors — no single donor can cover more than 10 percent of the final cost.

The people who argued for leaving it alone always called it fiscal restraint. It was not. Rideau Cottage, never designed to function as a prime ministerial residence, received over $5 million in upgrades just to be workable. The cost of inaction was never zero. It just appeared in different budget lines.

Every dollar of deferred maintenance became two. A 2025 internal memo flagged 24 Sussex as a security risk, citing inadequate functional space. The building got worse while the governments that inherited the problem handed it to the next ones.

There is a harder dimension here than the maintenance ledger captures. Canada just concluded the G7 Presidency, secured more than 20 new economic and security partnerships, and is hosting the Canada Investment Summit in Toronto this September. Canada carries the lowest net debt-to-GDP ratio in the G7. The argument that the country cannot afford to maintain its own institutions has never been credible, and it looks especially thin right now, when Canada is actively courting global investment while its PM’s official front door is a condemned ruin.

The competition, overseen by the Royal Architectural Institute of Canada and adjudicated by a jury chaired by architect Moshe Safdie, is the first real institutional response in over a decade. Whether the Rideau Hall Foundation hits its $50 million target will tell us something about whether Canadians believe public heritage is worth preserving. Neglecting a public asset does not make it cheaper. It makes the bill a punishment for whoever finally decides to act.

The Alberta Referendum Is 114 Days Away, and Most Canadians Still Don't Understand What's Actually on the Ballot

On October 19, Albertans will walk into polling stations and answer a 37-word question that most Canadians couldn’t recite if you asked them. That’s a problem. Because what happens in Alberta this fall will shape Canadian federalism for a generation, and the rest of the country has barely been paying attention.

The question Premier Danielle Smith put on the ballot asks whether Alberta should remain a province of Canada, or whether the provincial government should begin the legal process required to hold a binding referendum on separation. This is not a separation vote. Smith herself has said she’ll vote to stay in Canada. What it is, according to every analyst who has looked at it closely, is a political manoeuvre designed to give the UCP base a pressure valve without actually pulling the trigger on independence.

The polling tells the story clearly. Angus Reid found that 60% of Albertans would vote No on the October question, and 67% said they want Alberta to remain in Canada when asked in a simpler hypothetical. Only 19% support a binding independence referendum. Fifty-six percent say Smith has handled the issue poorly, including nearly one-third of her own UCP voters. This is not a province on the edge of leaving. This is a premier managing a noisy minority of her base at considerable cost to her credibility.

What gets underreported is what the courts and Indigenous leaders have already said about this. Two Court of King’s Bench judges ruled that separation would violate treaty rights with Indigenous peoples. The Assembly of Treaty Chiefs unanimously asked the RCMP to investigate whether the referendum process itself constitutes criminal treason, arguing that organizing a vote toward separation is an intentional treaty violation. A court struck down the original separatist petition on exactly these grounds. Smith then rewrote the question to get around the ruling, something she did without meaningful consultation with First Nations.

And there is a foreign interference dimension that deserves far more scrutiny than it has received. A joint report by the Global Centre for Democratic Resilience and DisinfoWatch identified Russian-aligned information infrastructure actively using Alberta grievances to promote separatist narratives and undermine Canadian sovereignty. Earlier this year, US Treasury Secretary Scott Bessent called Albertans “a very independent people” and described Alberta as a natural American partner. These were not offhand comments.

Prime Minister Carney called Smith’s question a “dangerous bluff.” He is right, but the bluff still has a date on it. October 19 is coming, whether the rest of Canada watches or not. The rational position is to watch closely, speak clearly, and ensure Albertans who want to stay in Canada know the country wants them here.
