What are the safeguard to ensure that the same fate does not happen again? It was Institut Merieux now Sanofi that purchased Connaught labs and shut down production.
The Pharma industry is rapacious and if Sanofi stock falls, its management will sell it off again. If the government owned 50% +/- then Canada could have enough control to prevent offshoring.

Which we did have before Connaught Labs was shut down in the 90s

Keep vaccine production in country. It is a strategic asset.
